The Creation of HPO - RFD Period

After some initial discussion about a new newsgroup, an official Request for Discussion (RFD) was issued. An RFD is part of the formal process for creating new groups in the so-called "Big-8" hierarchies. Two RFDs (an original and a revision) were issued for h.p.o. The first RFD generated a lot of discussion. The second RFD prompted very little direct response, most of which is included here.
